Inclusion of English in the Eighth Schedule to the Constitution of India - Its Scope

The news that the discussion on the resolution introduced by Mr. Frank Anthony in the Lok Sabha asking for the inclusion of English in Eighth Schedule to the Constitution of India was not completed and had to be postponed to the next session makes one pause and consider what really the scope, importance, and effect of this resolution is. The Eighth Schedule itself does not purport to be a schedule of Regional languages. Its heading is simply “Languages”. Why that schedule of “languages” is appended to the Constitution of India has to be seen by a reference to the articles of the Constitution where that schedule is made mention of. They are Arts. 344 (1) and 351. Article 344 provides for the appointment of a Commission to recommend to the President about: replacing English by Hindi for official purposes, etc. It is specified in that Article that the Commission should consist of members representing the different languages listed in the Eighth Schedule. ....
