(A)Interpretation of statues - Word in Act having more than one meaning - Which meaning is used doubtful - Preamble of Act may be looked at to decide which meaning was intended (Per Ram Lall J., in Order of Reference). If a word has more than one meaning and it is a matter of doubt which of these meanings is used in the body of an Act, it is permissible to look at the preamble of that Act to decide which of several meanings attaching to the word was intended by the Legislature.(Para 2b) (B) Press and Registration of Books Act (25 of 1867) , S.3— Word "paper" in S. 3 means newspaper (Per Division Bench) The word "paper" in S. 3 is synonymous with newspaper as defined in the Act:(Para 4a) (C) Press and Registration of Books Act (25 of 1867) , S.1— Poster containing appeal to public for peace after communal riots printed on single foolscap sheet held not analogous to book, newspaper or pamphlet (Per Division Bench).
