Constitution of India , Art.226— Maharashtra Regional and Town Planning Act (37 of 1966) , S.31— Development Control and Promotion Regulations for Greater Mumbai (2034) , Regn.33(9)— Writ petition - Maintainability - Issuance of e-tender by MHADA for redevelopment - Redevelopment of land was carried out as a Cluster Development Scheme under the DCPR, which enabled MHADA, jointly with land owners/Cooperative Societies to carry out such development - Appellants had failed to show any vested right to carry out development, especially when there was not even a registered agreement with any individual or the Societies - Claim of appellants based on purported resolutions of Societies indicated that promises made by appellant were not complied with and redevelopment also was not carried out within stipulated time, leading to breach of any such agreement, if at all such agreements were valid and enforceable - Appellants had no locus standi to challenge e-tender in a writ proceeding - Writ petition was rightly dismissed as not maintainable.
